International Certificate of Competence (ICC)
The ICC is a document created by the United Nations to ensure that anyone who has completed specific training in their own country has a certificate to operate a recreational vessel that is recognised internationally.
This is an internationally recognised document that certifies the theoretical knowledge and practical ability to operate a recreational vessel in inland or coastal waters.
It is possible to obtain a UK-issued ICC once you hold an RYA Day Skipper certificate or higher (sail), or an RYA Powerboat Level 2 certificate or higher (motor).
RYA-certified schools can also carry out direct assessments for obtaining this certificate, without the need to complete a full course again. ICC assessments are conducted in English. Depending on the type of certificate required, the assessment may take between 1 and 3 days. Once you pass, the ICC is valid for 5 years and can be renewed.
ICC certificates are automatically recognised in countries that have adopted Resolution 40. Portugal has not adopted Resolution 40, so it does not issue ICC certificates based on its own recreational boating licences. However, the ICC is accepted as a certificate for operating a vessel when sailing through Portuguese territorial waters (innocent passage), and it may also be used as proof of competence when applying for an equivalent Portuguese certificate if you are a resident and your ICC was not issued by an EU country. In Portugal, all certificates issued by EU member states are accepted automatically and do not require equivalence or replacement with a Portuguese certificate.
How can I obtain an ICC issued by the RYA?
By RYA Competence – If you already hold an RYA certificate at Day Skipper level or higher (sail) or Powerboat Level 2 or higher (motor), you can apply for your ICC without taking an additional assessment.
